Jason Thompson is a very weak defensive player. As is Ryan Anderson.
Zaza Pachulia is a weak defensive player. Enes Kanter is a rookie who's defense was questioned in the past so he will almost definitely be a poor defensive player too. Zaza will likely give slightly more but it's nothing to write home about.
Now, while both team's backup big men's defensive capabilities are fairly limited ... there is one key difference and that is that Washington's big men have legitimate offensive skill-sets. Ryan Anderson as a stretch four and Kanter as a power based post scorer.
For that reason, I'd take Washington's backup bigs over Chicago's.
