Tony Allen and Marquis have the same value.
One is a decent slasher with an okay mid-range jumper.
One is a turnover prone slasher with no jumper.
One is an above average wing defender.
One is a top-level wing defender.
Both are injury prone.
They have the same value.
Defense; Tony >> Quis, but Quis has better size. Quis is more of a natural playing behind Pierce at the 3, Tony can play there but he's undersized.
Shooting; Tony <> Quis, they both suck. At least Quis doesn't take as many bad shots, though.
Slashing; Tony <> Quis. Tony's probably a better finisher, certainly a LOUDER finisher, but is far, far more likely to lose the ball on the way to the rim.
Finishing on the break; Tony >>> Quis.
Ballhanding; Quis >>>>>>>>>>>>>>>>>> Tony. Tony needs to learn that his foot is not technically part of the hardwood.
Versatility; Quis can be a deep-backup at the PG spot, along with backing up the 2/3 spots. Tony's mostly a SG, he can play the 3 a bit on D (undersized) but you have a hard time breathing when you ask him to play point.
All in all, I'd take Quis. I think Quis gets a bad knock because he never seems to be playing hard or really aggressive, he just seems to coast through the games even when he's playing pretty effectively. He's the anti-Tony in a lot of ways, Tony is a very noisy plater but that's often to his detriment. Quis is a pretty solid defender and it's always a good thing to have another ballhandler/distributor on the court.
