Depends what you mean. He has not shown great explosiveness (in my limited view), he is quick in the same manner as maybe Steve Nash; but no one ever called Steve Nash explosive.

(by the way I am not interested in getting in a long drawn out argument about this, I appreciate your point. Just want to make sure we are talking about the same thing.)

Not trying to have that long drawn out argument you're avoiding but Nash has had a little career for himself  :P

He isn't explosive in the same way Derrick Rose is, but that's not neccessary to being a good PG.  Jason Kidd and Steve Nash continue to be very good PGs despite a lack of athleticism that guys like Rondo and Rose have.  Rondo and Rose both struggle with shooting. 

Every player has their weaknesses and style, and I think a less explosive PG can still be fine.  Rubio makes up for it with some nice little euro-step type moves that throw off defenders.  Odom got juked up pretty bad on one of his lay ins when he hit him with a little euro-step stutter move.
