Here are the FA roster rules:

You must be at 13 players by noon tomorrow, international players who are not on NBA rosters do not count against your 13 man roster. Injured players do count against your team's roster however.

1 transaction per day, starting immediately after 13(30), with no ability to exceed 13 players, so you have to cut to 12 before you can pick to 13.

In other words, free agency can begin now, but before signing a free agent, you need to be down to 12 or fewer player (i.e., no hoarding.)
