why for Chicago?
To get enough money off the cap in order to REALLY compete in the FA class of '10 (and Ray could keep them competitive at the same time)

why for Washington
To build expirings for a complete overhaul. Washington is building for a future that is beyond Butler and Jamison's expiration dates, time to stock up on picks and fill up those pockets

why for Sacramento?
With their future ROTY Tyreke Evans running the show, and them being a couple years out of serious competitiveness, The Kings could be looking to dump off KMART's 4 year deal in exchange for money and picks to build around. Ray could also be a better partner for a scoring PG who demands a double team.

why for Minny?
The T'Wolves believe that Love is the major building block NOT Big Al. Therefore they want a legitimate center to build him around. As of right now the Wolves have some cap clearing up but they have a losing mentality and two future stars at the same position (who don't work together). Giving Minnesota a Center that will allow Love to flourish, and even more money, could give them a very solid foundation.
