You need to rank each division winner first.  Then rank the remaining teams.  Since Toronto and Philly are both in the same division, you can't put them 1 & 2.

*Rationale: I think the SE is such a weak division that Washington ends up with a better record than teams with arguably better rosters: if the Boxers were in the Atlantic or Central, I think they end up a lottery team.

If I'm to vote on how these teams stack up regardless of a schedule, then I would go with the following:

Mine got messed up cause I copied and pasted a list so i didnt have to type all the names...so miami should be 14 on my list if someone wants to fix that for me go for it. I dont want my vote being thrown out.
