Think his abilities are that of a 13-15 player and he is getting near vet min so not a bad deal. I do question the length of the deal though. You usually don't look to keep low end rotation guys more than two years as you need roster spots for 1st round guys you need to develop. Hopefully it's a sign Cs are trading a bunch of picks to upgrade a position soon.
I would be surprised if Year 3 is guaranteed. It will probably be similar to the one Queta signed two summers ago. Year 1 guaranteed, Year 2 partially guaranteed, year 3 with a team option and partially guaranteed if the option is picked up. If they need that roster spot, and Harper has not earned the right to stick around, it will not be difficult to move on from him. That deal worked for both sides, and hopefully this one does as well.
