Maybe Morey did lie to him. It seems plausible considering he opted in to be traded. But it's like the boy who cried wolf. He's done this many times so who do you believe?
What a disaster "the process" has been
It's entirely possible that Morey intended to max him out when he signed his extension where he took a $15m haircut...because at that time Harden was coming from Brooklyn where his deterioration wasn't that apparent yet. It could also have been a prove it year for James and all he proved was that he wasn't worth a max. It's possible Morey was overruled by Harris but I don't think so, I think he came to the conclusion James wasn't worth a max after seeing his body of work.
Then it probably became apparent to James midway thru the season that he wasn't going to get a max so he started floating rumors he wanted to go back to Houston, but Houston didn't want him either...and his FA market was dry end of season so he opted in on the understanding that he would be traded.
But Morey being Morey was not going to lose him for pennies on the dollar so they decided to stop trade talks when they couldn't get a comparable player back...Morey will do what he did with Simmons, wait for some GM to get desperate and worried about his job and try to either go for James as a rental or maybe as a salary dump mid season. He's not in a rush and won't bid against himself. And so Harden is now caught between a rock and a hard place
