I think that was as much so that the refs don't lose control of the game. If plays like that are allowed as common, the game could escalate into something ugly really quickly

Eh, that's a borderline one. He does shove him a bit after the hit, but I would've been fine with that just being a hard playoff foul.

That said, I'm betting the refs want to set some boundaries with this call given how physical it has been.

Mike Gorman called it right and I like how he explained it…on its own it’s probably could havre been called a normal foul but the refs probably don’t want players to start hacking each other so call a flagrant now to establish the boundaries
