TPE Question for the Experts

Thinking about the coming off season. 

We still hold the Fournier TPE ($17.1 mm).

Say we identified a UFA (say a lights out shooter) who wanted to come here for multi-year contract starting at $17 mm.  Could we work out a sign and trade with his expiring team and use the TPE to fit him in, or would we have to send back matching salary? 

Let's assume ownership is willing to pay the luxury tax.

A sign and trade is a perfectly legal way to use a TPE.  The only constraint is that a sign-and-trade subjects the team to the hard cap, which given the current payroll makes it unlikely the team would be able to use the full $17.1 million TPE without sending something else out.

I thought I read from Brian Robb  that the team used most of the $17.1 million TPE to fit White into it but then created a smaller TPE of $11.6 million from trading Richardson.

My understanding is yes, we can do exactly that in terms of using a TPE for a sign and trade to bring back a player.  The catch is that a sign and trade would force a hard cap on us so we could not both do a sign and trade and go into the tax in terms of salary.

You did read that, but Himmelsbach came out with a subsequent report yesterday saying that the C’s chose to preserve the Fournier TPE and used Richardson to match White.
