Has anyone clearly set the market for receiving a TPE with draft picks before? It seems pretty clear here, given that Fournier was gone anyway, that a 17 mil TPE = the value of 2 second round draft picks. Am I reading this correctly?

Per source, the Celtics sent the Knicks the top-55 protected 2023 Hornets second-round pick, and *deep breath* the worst of: the worst of OKC/Was or the better of Miami/Dallas

Can a $17.1 TPE be added to another contract (lets say Smart's $19m) to take back a player with an AAV of $36.1m?
