Little of both. 

Our perimeter guys are getting cooked off of the dribble, so we're having to do a lot of scrambling to make up for it.  Clippers are doing a good job of hitting the open shooter.

Yup, we are not disrupting anything on the defensive end and were not moving the ball enough on the other end.

This 100%.  He can never seem to get enough lift / protect the ball with his body enough when he tries for a follow up.  Just make a fake and find the open guy.  Someone is open.
