Given how the deal is structured, they're pretty limited on how much they can sign him for (thanks, Base Year Compensation). They would have to expand the deal quite a bit to give him more than $18.34 million next year (and given that they have to give him $16.15-$18.34 million for the deal to be legal, they were probably already planning on giving him that)
