How about top 10 - coulda been top 10 but careers cut short by injury, death or other unfortunate circumstances:

Bias
Reggie Lewis
Yao
Drazen
Sabonis
Kemp
Walton
Tarpley
Shaun Livingston
Danny Manning

and we'll throw in Jay Williams for good measure - thoughts?

i think grant hill would be pretty high on that list as well.  He's had a very good long career but that was one of the most rounded young players I've seen.
walton  :'(   amazing player when he was young & healthy

maurice stokes

  Micheal Ray Richardson
  Hot plate Williams
  Sam Bowie
Bird and Magic (both lost 5-6 years of top play to injury/disease)

Ok so I'm going to tweak it just a bit and say it's a 12 man squad and each has to play their natural position so, for example, Dave Cowens can't be listed as a PF. With that in mind, here goes:

Centers: Russ, Kareem, Wilt

Forwards:Bird, Duncan, K Malone, Havlicek, Baylor

Guards:Magic, Jordan, Oscar, West

Ralph Sampson!

Also I'd split this into (a) injury or other largely things outside a player's control, and (b) laziness/drugs/eating.

On the first list I don't think anyone can touch Walton. Walton was the best player on a championship team, and no one else on the list was even close.

Underachievers are harder to get a handle on, because by definition you never saw their upside.  But I think that one Rasheed Wallace has a pretty good claim there.

For the what might have been list, I'd start with Walton and Maurice Stokes.

Walton when you look at 76-78, you clearly see what the man could do. Give him a normal 10-12 healthy years and he's very possibly in the top ten argument.

Maurice Stokes, you look at his numbers for his three year career
(16ppg,5apg, 17rpg) and again you have to think potential top 10 player.

Then to me you have a Grant Hill who was a surefire hall of famer if you look at his first six years before the injuries.

I'd put Penny Hardaway in the category too. Look at his first four years. If healthy, good chance he's in the hall of fame.

Michael Jordan
Magic Johnson
Larry Bird
Shaquille O'neal
Kareem Abdul Jabbar
Oscar Robertson
Bill Russell
Wilt Chamblerlain
Tim Duncan

Couldn't think of a worthy enough 10th player.
