NBA did NOT veto that trade. Stern, acting as NO's owner, vetoed the trade. Not the same situation here, NBA no longer owns the Pelicans like back then.

Stern was said to be acting on behalf of some of the other owners, who were upset to see the Hornets send Paul — a premier point guard — to the Lakers, who have won five championships since 2000. Competitive reasons aside, some team executives speculated that the league was concerned that the Hornets’ resale value would plummet without Paul on the roster
Its pretty obvious stern vetoed it and then comes out years later to clean up the image of the trade by claiming he acted as owner rather than commissioner. A commissioner vetoing a trade paints the picture of a dysfunctional league.. No commissioner wants that
