Is Jabari Bird an unrestricted free agent on July 1, 2018?

We drafted Bird late in the 2nd round last summer, and I believe if we had signed him to a 3 yr deal we would have had his full Bird rights.

Of course we only signed him to a one year two-way contract, so I was just wondering if C's had any rights to him at all, and if so, what kind of contract(s) can C's offer to him.

Sorry if this has already been covered earlier..... ::)
