Didn't they have an introductory for Horford way before he actually put pen to paper? Or am I imagining stuff?

Do players need to clear waivers when their non-guaranteed years aren't picked up? I was under the impression that they become UFAs immediately and they clear the books immediately, too

I was sleeping two hours a night due to a newborn when that occurred, so I have no recollection at all, but typically you're not allowed to talk about players under contract.

But he's a FA and he's there, so there's no real tampering... anyway, probably immaterial.

They certainly don't become free agents immediately -- he can be claimed by any team (since his salary is at the minimum).  It's possible that he officially clears the books once waivers are requested since it's the offseason and his deal is non-guaranteed.  If it were the regular season, he wouldn't, and if he were on a non-guaranteed deal during the season, the team would still have to pay him for the two days he's on waivers.

It's definitely to make the Hayward signing official, since the necessary cap room has been created, the last of which may have been the Mickey release.

Yes, but if you're waiving a guaranteed contract, you don't technically know how much you'll be on the hook for, since other team are allowed to bid on how much of the obligation they'd like to pick up, no?
