NOP trades Tim Frazier for #52

NOP trades Tim Frazier to Washington for #52.  Not a really significant trade but don't see the motivation for NOP.  Frazier is a nice, cheap backup PG (1yr/2M).  The #52 pick is unlikely to produce even a rotation NBA player.  Definitely an improvement to Washington's pitiful bench.
