-Was a primary scoring/playmaking option for his school
-Developed a new standout skill during his college years
-Successful Team
-NBA size and especially strength
The primary guy in this year's draft that fits this mold for me is Dillon Brooks

Entering his Senior year
-Steadily improved each year of his college career
Increased his per-40 scoring from 16.2, 20.4, 25.5 each year.
-Was a primary scoring/playmaking option for his school

I like your logic but to me Brooks isn't a great pick if your looking for a player late in the draft who shocks everyone and becomes an allstar. I think this player has to have average to elite physical tools (particularity length) and athletic ability to even be considered. Looking at the most recent past examples coming out of college. Butler had average size for a wing and was an above average to elite athlete, Draymond is a tough example because he was a strange prospect in that he had below average PF measurement but great SF measurements. Athletically he wasnt elite but was strong and moved well laterally. Other examples would be Milsap, Jordan, Boozer and Arenas.

Future Potential Star
Bam Adebayo, raw but he has the length and athletic ability to be an elite center
Thomas Bryant, on paper he is everything you want in a modern NBA center elite length 7'6" wingspan and he has shown an outside touch. Just needs to be better engaged on defense and get stronger.
Dwayne Bacon, he has great physical tools at SG standing 6'6 22lbs with a 6' 10" wingspan. If Bacon can play within a team and improve his outside shot he really has potential to become a good starting SG or even more.
Swanigan, great length and strength. Likely over matched by quickness at PF but in the new NBA he can likely use his 7'3 wingspan and strong frame to play center despite being 6'9. His ability to stretch the court and rebound should be assets to the team that drafts him.
