On one hand, I - like many others - feel that the league has become a little too soft. However, when a precedent is set, the league needs to stay consistent with it. Therefore, I agree with the posters that feel Morris should've been suspended (or at least ejected) for tossing Horford down.
And as for Oubre, this situation is somewhat similar to what happened with Antoine Walker in Game 3 against the Pacers in '05. In a dead ball situation, he was livid and either trying to argue with an official or yell at an opposing player (I forget which). He stormed past a ref, who tried to hold him back, but Walker brushed him aside. I doubt Walker even realized that it was a ref in the midst of his rage, but he got suspended for a game for that. In the Oubre situation, he clearly knew it was a ref, and his contact with the ref was much more dangerous than what Walker's was. And Oubre also had the added component of decking Olynyk, whereas Walker didn't do anything like that. If Walker got a game, I really think Oubre is lucky it wasn't two games.
Additionally, I completely disagree with the notion that KO flopped in that situation. If he'd had a chance to brace for the contact, then I can see how it would've been a flop. But I don't think he had time or reason to suspect that Oubre would take it that far.
