No they would have the right to swap their own pick for Brooklyns. Our has nothing to do with the swap unless we swap Brooklyn.

The pick swap is attached to our selection. We would be trading the Boston Celtics 2017 first rounder which comes with a right to swap that selection with Brooklyns '17 first rounder.
I do not know what happens to the second rounders involved in the swap, but I dont much care.
The is correct. The team receiving would keep their pick (assuming they have one) and get our right to swap as well.
For even more fun I believe you can trade a swap right on a pick that has a swap right itself. (again to avoid the Stepian Rule)
So you could have a team having the best of 3 different picks.

So lets say we gave Sacramento (just a random team) the right to swap with us. Would we then control the Brk-Bos swap, then theyd have to wait it out and get whatever we ended up with?
i.e.
Brook has 1st pick
Boston has 3rd
Sac has 2d
if we declined to swap, would sac be left out of the #1 pick sweepstakes?
Another question. What does happen to the second rounders. I believe if we swap picks we also have to give up our '17 2d rounder to Brooklyn. Id imagine that even if we trade the swap to OKC and they excercise it that second would still go to Brooklyn.
The main thing is that, from Brooklyn's POV, there can be no changes. So in the KG/Pierce trade, they essentially traded their 2017 for our first and second rounders. We can't turn around and give them another pick (say the Cavs pick) instead. They will get either their own first or our first and second
From our end its a little different. We could trade the right to swap with the better of us/Brooklyn, similar to the way the Raptors/Knicks/Nuggets had their picks this year. So, we could end up with:
BRK gets worse of BOS and BRK
SAC gets best of BOS, BRK, and SAC
BOS gets remaining pick
No matter what, though, Brooklyn gets either their own first or our first and second
