During both of their primes, Russell should be the far superior offensive player in every aspect of the game, except maybe driving hard to the rim (emphasis on maybe.) However, people dont really talk about how deangelo doesn't have much defensive upside. So rozier in his prime will probably be much better defensively than deangelo.
However even with this, deangelos offensive upside outweighs Rozier's defensive upside.

This isn't binary. Rozier looks like he may have been a great pick at 16. If he was picked 2nd, maybe not, yet he wasnt.
