Trade down for Anderson and Trade up for Upshaw.
Potential deal with Houston is perfect in this scenario.
#16 and #45 for #18 and #32.
We end up with #18, #28, #32 and #33.
Package #28 + #33 and one of our future "early" 2nd round pick to get in the early 20s (where I hope Upshaw will still be...)
Select Christmas with #32.
We end up with Anderson at #18, Upshaw (early 20s) and Christmas at #32.
And with 1 FA and 1 big trade (Rondo TPE or Wallace sully and some picks) this could be an up and coming team :

Let's move down from #16 and up from #28 using some of next year 2nd rounders if needed.
Take 2 solid role players in Anderson (best 3&D in the draft I think) and Christmas (Hoping Christmas defense is solid and can build on his mid range Jumper).
And swing for a star potential in Upshaw if he can get more muscles and develop a 3 point shot like in his workout video..)

Honestly I think this is a horrible idea.
First, Middleton honestly I don't see leaving the Bucks. They're going to keep that core together since they did so well, and did it without Parker. Also I'm not as sold on him being a key center piece as a free agent.
Second, Monroe isn't going to be great for us as a center. The Celtics need a center that actually is a defensive minded center. Monroe is a great player but don't think he's the best fit for us.
On your trading up and down in the draft, personally I don't think it's worth either of them. Anderson I think we can get a better player, or a player with more upside then him at 16th. Their isn't any real game changer besides maybe the top 5 players in the draft, maybe down to 10 if really stretching. Upshaw if there at 28, I agree we take him, but he's not worth moving up for because of the off the court issues. Christmas they're saying will be there with our first pick in the second round in almost if not all mock drafts.
Trading Sully I think would be a huge mistake for the Celtics. He's upside when in games is huge. I'd personally rather trade KO because he's not what we're needing. Wallace and a 1st could be traded along if someone wants him. But I have a feeling he won't be traded till middle of the season as teams wanting a cap dump for next year.
The first free agent we should try to steal away would be Leonard from the Spurs. The first unrestricted free agent we should go after I believe should be DeAndre Jordan, he's a perfect fit for what we need.
