The need to use our TPE by the deadline

Could someone be kind and explain why it sounds necessary to use our $13 million and our $5 million TPE's before the deadline when we have a year to use them?

My understanding is that you can't use a TPE if you are under the cap, so when we hit the summer and all our expirings come off the books we would be unable to get anything out of the TPEs. Now Im far from an expert so I could be wrong, but that is how I have heard it.

They can be used in trades on Draft Night.

They can also be used after the end of the regular season so long as both the Celtics and their trade partner(s) are not playing in the postseason.
