Yes, you can use trade exceptions to claim a player's contract who's been placed on waivers. It rarely if ever happens, but you are allowed to absorb contracts in this way, assuming the contract completely fits under a single trade exception. Note that you can only do this with trade exceptions, and not the MLE, for example.
