I think it's pretty clear that he's joking, which is hinted by his smirk and little laugh after he said himself. And even if he's not, what else is he supposed to say? When you're one of the better players in the league, you almost have to say you're at the top. Otherwise you kind of come off as soft or not competitive, which definitely isn't Rondo's character. It's just like the max contract comment; I think he's almost forced to say it.

Your excuse for Pierce just reveals your bias against Rondo. Pierce was clearly not even an MVP caliber player when he repeatedly said he was the best player in the NBA. Same deal with Rondo.
