Not sure how much cap space Celts will have this summer (I would think a fair amount if they renounced their own free agents like Humph, Bradley and Bayless) but do you see them making a substantial offer to a restricted free agent?

These appear to be the better ones on the list:

Greg Monroe
Eric Bledsoe
Evan Turner
Gordon Hayward

I would go for the much maligned Evan Turner if we can get him for a good price, with a promise that Sevens will help him resurrect his career and reputation

Salary cap for next year is $63 mil or so?

If the Celtics renounce all rights to all of their free agents, cut Bogans, let the Nets trade exception evaporate, renounce the MLE, and trade away their 1st rounders, they'd have some $13 mil or so in cap space, by my quick math (with min cap holds added in for vacant roster slots).

I would appreciate Evan Turner next year. People underrate him as a passer and i think he'd be a great fit for Stevens' offense.

I agree that Evan Turner is great and i'd be rally glad if the Celtics could sign him. But I think Greg Monroe would be better here. He could be the rim protector we need so much. I'm not sure how much flexibility he will leave us with but if we can land him it would be great.

Cap space isn't that necessary for restricted free agents.  For a restricted free agent, who is made a qualifying offer, to change teams, it means one of two things has happened:

1) The new team made such a large offer that the original team decided not too match it.  You've probably significantly overpaid.

2) The new team and the original team came to an agreement about a sign-and-trade.  In this case, you're giving something up, but you might not be overpaying by as much, and cap space isn't requisite.  The cost might not be that high if you're acquiring the player with a trade exception, such that the old team doesn't have to take on any salary.

Accordingly, clearing up cap space to make a go at restricted free agents is generally not useful.  If there's a player we really want, he can be acquired in a sign-and-trade.  Otherwise, the salary would probably be significantly higher.
