New Commissioner, ideas I would give him to change

Just a few quick thoughts of changes the new commissioner should/could make. This has been discussed by others but this is my take.

1. Court,The court needs to be wider. I have read where the big issue hear is tradition and court side seats. I would start by just pushing the court 1' wider on each side. Arenas should be able to accommodate this minor change.

2. D-League/Age requirement, D-League needs to be better integrated as a farm system. Every team needs a team. With that in place I would then raise the age to play in the NBA to 20 but no age requirement to declare. If an 18 year old doesn't want to go to college and wants to declare fine. He gets drafted 1st rd and signs a d-league contract at 50% of his 1st rd contracts worth. The first season where he will be 20 in that season his rookie contract kicks in. The time spent in D-league doesn't count on his rookie deal. This could actually place young stars in D-league instead on being 1 and done in the NCAA. How much would the NBA benefit if Parker Wiggins or other studs where playing in D-league.

3. Draft Lottery, needs to have odds leveled out for all non playoffs teams and have teams lose ability to have top 5 picks multiple years in a row. Get the 1st in 2014 not eligible top 5 2015, top 3 2016, 1st in 2017. Top 3 in 2014 not eligible top 3 2015, 1st in 2016. This will fight the tanking.

4. Luxury Tax, the penalty for being over the tax multiple years should involve a draft pick punishment. Over tax 3 yr in a row lose your next available 1st. Also their should be a "Chris Johnson Rule", If a player has earned less then 5mill in his NBA career and is signed to a min deal during the season. His contract amount does not effect the cap for that year. Teams need a way to fill roster spots and give guys a shot without worrying about cap problems. The 5mill rule eliminates vets who are ring hunting.
