Pacers  in it for Championship no pick unless top14
Heat    in it for championship
Hawks   lost best player, at a cross road
Raptors looking for playoffs (changed gears since gay trade)
Wizards looking for playoffs lose pick if not top 12
Bulls   likely tank
Bobcats looking for playoffs lose pick if not top 10
Nets    no pick
Pistons looking for playoffs but lost last 6 pick top 8 protected
Knicks  no pick
Celtics tank but how will rondo affect this?
Cavs    looking for playoffs
76ers   tank
Magic  tank
Bucks  would win if they could...terrible

West

Spurs    in it for championship
Blazers  in it for championship
Thunder  in it for championship
Clippers in it for championship
Rockets  in it for championship
Wariors  in it for championship no pick
Suns     where looking for playoffs but since lost bledsoe
Mavs     looking for playoffs
Nuggets  looking for playoffs
T-Wolves looking for playoffs
Pelicans looking for playoffs lose pick unless top 5
Grizz    looking for playoffs
Lakers   tank
Kings    looking for playoffs
Jazz     tank

Now I use the term "tank" to mean any team that the GM is more interested in draft position then contending for playoff position. The bucks are the one exception I honestly think their organization wants in the playoffs but they still manage to be the worst team in a year full of tanking franchises.

Teams on the fringe of tank and playoff

Raptors, where tanking but actually better post Gay
Hawks, what is their goal not that horfords hurt?
Bulls, traded Deng but will Thibs and Noah give in to tanking
Celtics, how will rondo coming back effect record?
Suns, wanted to push young team to win, lost bledsoe (no tom brady available)
Bucks, I mean if they could they would win

Firmly fighting for bottom 5

Magic, do they go all in and trade nelson and afflalo?
76ers, do they move Young,Turner, and Hawes?
Jazz, already moved vets came in the year super young.
Lakers, if they lower their price Gasol gone at deadline.

That puts the likely bottom 10 in focus.

Basically, 1/3 of the league is more worried about draft position than the playoffs I would say.
