one year too late. They didn't use him at all last year, others teams including us could have used him

I don't understand the point in this. Why pay a player not to play for you?

Is there someone in free agency that Milwaukee is trying to free up cap space for?

does it help them with the luxury tax?

No.  Frees up a roster spot, saves some money if another team picks up Gooden and more cap space.  Gooden gets to go somewhere and play.

I bet they know of a team who will claim part of his salary.

Memphis has a trade exception.  Might wind up there.

Trade exceptions cannot be used for FA.  Only in sign-and-trade.

Trade exceptions can be used to claim players on waivers.  The bucks can use a portion of their trade exception to bid on Gooden.  So too, for that matter, could the Celtics.

You are right about using the exception for players off waivers, but I don't think it works the same way for amnestied players.  I think the only teams that can place bids on amnestied players are ones with enough cap space to absorb their full salary.  The Bucks cannot re-acquire Gooden for a year, but I assume you meant the Grizzlies.
