Well the title says it all, here are the sources:
Quote
But the Clippers’ stance raises questions about why they would include an asset in an earlier form of a proposed deal — one that turned out to be against league rules — and not include it in a deal that could work. “The Clippers want to make an effort without really having any chance of getting it done,” a league source said. “Chris Paul’s camp wanted Doc and KG, and [owner] Donald Sterling and the Clippers did not. But they can’t come out and tell [Paul’s camp] that they don’t want to win, so they’re trying to dance around it and play both sides.”

League sources said, though, that if it was the Clippers’ intent to only give the impression — in other words, bluff — that they were trying to make a deal for Rivers, it’s unlikely Paul would re-sign. “I don’t see how that could possibly work and would not bite them in the [butt] with public relations and Chris Paul,” a league source said.

Key in all this, league sources added, is Sterling has been reluctant to part with assets, such as the first-round picks, and is wary of paying Rivers a high salary when the Clippers could pay another coach less.“Sterling, he’d rather die with billions of dollars than have a championship,” a league source said. Another league source said the chances of any deal being completed between the teams were slim. - Boston Globe

Sterling is a joke and will always be.
Jack of all trades, master of none.

By all reports Sterling is a nightmare to work with.

He is such a scumbag owner in so many ways....poor excuse for a human being.....hope the Clippers lose Paul and I wish that franchise, as long as he is the owner, the worst luck possible (next to the Lakers).

I don't think Chris Paul is leaving.  He likes LA and they can and will give him more money per year and an extra year than he can get anywhere else.

I really believe this is the case.  And I also believe that Sterling thinks bluffing will work.  Because Sterling is the type of person who would not respect the intelligence of someone like Paul enough to believe that he would see through it.

This makes a lot of sense, there has been an excessive amount of rumors thrown out by the media, which goes along with the idea that they are just posturing and don't actually want a deal to get done.

There's a reason why the Clippers will always be a mediocre franchise as long as Sterling is alive, even when they luck their way into stars like Blake Griffin.
You’ll have to excuse my lengthiness—the reason I dread writing letters is because I am so apt to get to slinging wisdom & forget to let up. Thus much precious time is lost.

Sterling is the primary reason the Clippers have never even sniffed a championship. I thought things might be different after he'd acquired a couple of dynamic players in Paul and Griffin, but it appears I was wrong. I think it would be in Paul's best interests to walk away, and for Griffin to do the same at the first opportunity.
