Question about draft picks in Clipper Deal--CBA Question

In the old CBA teams weren't allowed to trade first round picks in consecutive drafts, is that still the case?  If the C's get pick 25 this year, would the other pick be the Clippers 2015?  If that pick isn't a 2014 pick, this deal is a disaster!

Yeah, I brought this up earlier (Stepien Rule).

But as someone else (rondohondo?) pointed out, you can get around it: Clippers could make their selection in 2013, and then trade the *rights* to the pick immediately after the selection. That would technically also allow them to trade the 2014 1st, since it wouldn't be future picks in consecutive years.

I wonder, would the league even consider this a "trade", subject to the Stepien rule?

I mean, the league seems to be drawing a distinction, calling the Doc compensation some sort of "contingency" or "side deal", rather than a trade.  Would trade rules then apply?

do we really want a 2014 pick? wont it be a late first round pick? i would prefer 2015 and 2017 picks

also side question: weren't we supposed to get that second round pick from OKC this draft? the compensation from the Green trade?
