question regarding Pierce, waivers and amnisty

if we waive Pierce and pay the $5 million buyout he only becomes a free agent after he clears waivers. would a team who wants to make a claim have to claim the 15 million or the 5 million?

if he clears waivers and we then amnesty him so the $5 million doesn't count against the cap, would he then have to clear the amnesty waivers?
