If they want to play together, gotta think Atlanta is the place that makes the most sense for them.

Only to Atlanta, every other option would require some sort of sign and trade to work for one of the two. The other teams can't fit two max contracts for CP3/Howard.
If both take less money then it might open the door a bit wider.
Houston and Dallas only need to move like 1 contract to open up enough room for two max deals. And there are teams like the Jazz, Cavs, Pistons, etc. that have enough for 1+ and have some valuable trading assets in which they could open up more space (not that the Cavs would be an option since they have Irving, but you see where I am going).
Dallas can't get enough room without getting rid of Dirk.
Dirk and 11 empty roster charges is 28,113,361 on the cap. The projected cap is 58.5 million. 30.4 million is a lot of cap space and its still not enough to give both of them max deals.
And that's assuming they can somehow clear every single contract other than Dirk's, they're bound to have some cheaper talent that they keep.
Edit: as for all the teams tha can land one of them and then trade for the other, yes that's an option. But one that has a lot of hurdles for it. The primary one being that the two need to have a credible threat to leave anyways if the Clippers/Lakers don't cooperate.
So Atlanta just by having sufficient space might facilitate it happening somewhere else I guess.
