The question is which teams that failed to make the playoff seasons do you predict will be tanking next season because of the highly vaunted 2014 draft class, not which teams you think should be tanking.

Follow-up questions:
Which teams do you think will tank but shouldn't?
Which teams do you think won't tank but should?
Which teams should see how things go and decide mid-season whether or not to tank or push towards the playoffs?

I selected Orlando, Charlotte, New Orleans, Phoenix, Sacramento, and dark horse candidates Toronto (just a gut feeling) and Philadelphia (expecting Bynum to be either gone or not healthy).

I think Washington and Cleveland improve enough over the summer to stop tanking deliberately.
