Always curious in people's philosophy's on this subject. Really for all sports but talking the NBA draft, say you have a PG as your top guy when the 16th pick rolls around do you take him or draft your highest rated big because you know it fills a need?

Depends on the situation/sport. 

In baseball I always want my team to draft pitchers early.

In football I usually say BPA, so many injuries in that league that depth is crucial.  Also thats a league where you can play 5 WR's at a time for instance so having some redundancy isnt a huge deal if the BPA isnt necessarily a position of need.

In basketball, if you are competing for a title and one or two pieces away go for need.  If you arent competing for a title, take BPA and hope they turn into a star or can be packaged for a star

It depends :
In the lottery: You go for the best player available.
Picks 11~30 are generally a good player with a couple of flaws so you go for your needs as all the players have similar values. Unless of course you see something in a guy that no one else sees ...

Best player available.

When you start drafting for fit is when you start getting into trouble. The risk is more  inherent when drafting for fit.
