Nah, they don't have cap room, and therefore can't put in a bid.

I'm actually not sure if teams with a trade exception can use that to put into a claim.  They can with regular waivers, but I'm not sure about amnesty.  I've only ever heard "cap room", so I'm going with that.

The 76ers have decided to use the amnesty clause on Elton Brand and the $18M left on final year of his deal, league sources tell Y! Sports

Philadelphia can't exercise the amnesty clause to clear Brand off the cap until July 11

There will be significant interest with NBA teams to claim Brand off the amnesty wire.

Are there limitations on subsequently trading the player?  Could Dallas make a claim, for example, and turn around and trade Brand  to Miami (for expiring contracts and a draft pick, for example)?

No we don't, not until Ray and some other cap holds get resolved.

You can't trade them for a year I believe.
