I've read it's not lip-syncing...It's singing with your mic turned off.
I thought it was pretty good actually. Never mind the lip-syncing. Otherwise, I thought it was pretty tight. I seen when Madonna nearly stumbled and saved herself but I missed the famous bird flipping. Madonna still looks decent for 53 and even if its assisted cartwheels, they looked pretty good to me. Id say it was tons better than the absolutely painful showing the Who made. The effects-lighting was pretty amazing. The dancing was pretty solid and the sound system they used played good songs (heh). I'd say it was better than the Black Eyed Peas. The main negative in my mind was the lip-syncing. Pop music is just a choreographed dance show these days.
I've never liked Madonna and her style of music, so it was pretty much utter garbage for me. Prince, to me, gave by far the best half-time performance I've seen. He tore it up on Purple Rain.

First Super Bowl after 9/11, "Where the Streets Have No Name" with the names of all the victims. Just an incredible show.
