Being from Ohio and living here my whole life the only acceptable answer is Ohio State, and frankly that isn't a bad choice for anyone. Columbus is a great city to live in, you get to play in front of 100,000+, you have a school with a great history and tradition, a coach with multiple national titles, and it is one of the top 5 schools represented among current NFL players. Plus it is one of the largest schools in the country and has pretty much any major you can think of to study.
I concur with lots of things you just wrote, except for what I bolded. Columbus is a hole. Also, losing to the SEC every year would be a bummer. 
Columbus is a growing city with a few very nice downtown entertainment spots. The school itself is massive and you would never have to leave campus if you didn't want to. Weather is certainly more a factor than some places, but it isn't like it is Buffalo or even Cleveland in the winter weather department.
Ohio State is 1 for its last 1 against the SEC, doesn't really matter to me that the win doesn't count, everyone knows it happened.
