They first have to go through waivers among teams with cap space.  They may never become free agents.

I cant imagine that many cap space teams passing on Billups or VC.  Billups can still lead a team, and VC can still drop 15+ and sell tickets (maybe more important for a small market team that couldnt afford a big name before).  Baron...who knows.  I think we're pretty good in the guard department tho.  We need a center (or two).

Reportedly, amnestied players acquired by teams with cap room can be traded after 30 days.

It seems like a no-brainer that a team with cap room should consider grabbing Billups (if he doesn't retire) and try to flip him to whatever contender has its point guard go down with an injury.
