Can a town mayor or selectman implement a system of school vouchers or does a decision like that have to go through state legislation?

The likelihood of it happening increases, even in a state run by public unions, if it can be done town by town... So I'm curious how it would work.

Depends entirely on state law, so really it'd be on a case by case basis.

Interesting. Do you know anything about MA specifically or where I could find out?

Has to work better than the current public school system in any district.  It would be ideally better done at a local level.  So hopefully they can.
