They're not allowed to.  For one thing, NBDL players are part of the union too I believe.  But also, they cannot use replacement players unless its a strike.  This is a lockout by the owners, which means the entire league is shutdown.

There's a reason nobody really watches the NBDL now. I don't know that it would make much of a difference putting NBA uniforms on guys that aren't quite good enough to play in the NBA. If they were replacing, say, 1/3 of the players, then I say sure (if it were allowed), but I can't see replacing 100% of the players. Would there even be enough?

If they offer season ticket holders the option of a full refund they can do what they want; otherwise no.

The owners should themselves play ball. Or make a dancing with the stars version of NBA.
