When lower seeds beats higher seeds, like the 8th team upsetting the 1st seed, they don't overtake the #1 teams overall hca. But plays as the road team vs the winner of 4th-5th position.
In the future they should make it possible if your in position 5-8 and beat a team from 1-4 seed to overtake their overall seeding, unless the team who wins 4th-5th is the 4th seed then that team has earned their number 4 seed over a team (8th). But if a team like the 6th beat's the 3rd seed and the 7th seed beats the 2nd seed the 7th seed has hca over the 6th and so on.
Is this a good idea ?

I have no idea if this is applied in hockey, don't follow it but if my idea coincides with what is done in hockey is this good for the NBA ?

I don't think a lower seed should ever have HCA over a higher seed, so I disagree that a 7 beating a 2 should "capture" the 2 seed.

Seeds were earned in the regular season, and the benefit of being a 5 seed over a 7 seed should last.

However, I like the idea of re-seeding. If the 8 beats the 1, then the rest of the bracket goes as expected, suddenly the second round matchup is 4 with hca over 8, and 2 hca over 3. I think that they should re-seed the second round, so that 2 gets the 8 and 3 gets the 4. Keep rewarding the highest seeds.

Bad Idea. Regular season records would lose meaning and great teams would rest half the season in preparation for the play-offs. I could see a team like San-Antonio tanking/resting then trying to wreak havoc as an 8th seed. The team would be well rested play-off ready with the added bonus of a decent draft pick to boot. HCA really isn't a big deal, most top seeds don't make it all the way.

I wouldn't call it a good idea but not necessarily a bad idea.  4-7 playoff games mean more than 82 regular season games in my opinion.
Philly:

Anderson Varejao    Tiago Splitter    Matt Bonner
David West    Kenyon Martin    Brad Miller
Andre Iguodala    Josh Childress    Marquis Daniels
Dwyane Wade    Leandro Barbosa
Kirk Hinrich    Toney Douglas   + the legendary Kevin McHale
