Why could OKC offer the extension that they did...

...yet we could only offer a max extension of ~$22 million?

How does that make any sense? The guy played for us for what, 8 seasons and we can only offer what we did, yet a team that had him for less than a week can offer a boatload more?

Something seems wrong here.

This is explained elsewhere, but in a nutshell it's because OKC had cap room this year.  That allowed them to negotiate Perk's salary upward by about $2 million this year.  His new salary became the basis of his extension.

We couldn't give him that raise because we didn't have cap space to do so.

Roy broke it down in the other thread.

In short, OKC had cap room to immediately give him a raise on this season, and then used that new salary to extend his contract. That's why they could sign him to a bigger contract.

THey had cap space.

When teams have cap room, when they are below the cap, it's possible renegotiate existing contracts - give raises till the salary cap limit. This never happens because nobody will give players unnecessary raises.

After the trade, OKC was about $2 millions under the cap.

They raised Perkins salary this season. From about $4.5 millions to $6.5 millions.

So the starting salary for the 4 years extension allowed by the CBA became significantly higher. Factoring the raises, it means that OKC was able to offer him about $13 millions more than Boston.

Smart move.

It really wouldn't have mattered if the C's could offer more than $22/4.  They simply were't going to even if possible since there's too much money already tied up in Rondo, Allen, Pierce, and Garnett next year.  You're already lookin at over $50m with these guys alone.
