One simple change would make me happy.
Get rid of the hand check rule.
Hear me out. The hand check rule says that
A defender may momentarily touch an opponent with his hand anywhere on the court as long as it does not affect the opponent’s movement (speed, quickness, balance, rhythm).

When a player like Tony Allen brushes Kobe's hand, it is a foul. When Kobe smacks Tony's hand, it is just incidental... In other words, the referees opinion matters a lot when calling hand checks, and as a result, star players get the benefit of the doubt.
Eliminate the rule, and allow hand checking. It will make the NBA more physical, more defensive oriented, but ultimately more fair, IMHO.
