You're right on the ep - it was all the fake flashbacks that ended with them getting ice cream.  Now that I think about it you're also right that a bunch of them say it.  I don't think Butters was on the show yet though.

lol... yeah I would think so. Randy is definitely my favorite character on the show. He's just so ridiculous.

The episode is "Over Logging" from season 12 if anybody hasn't seen it. Every episode is on southparkstudios.com. It's a pretty hilarious episode.
