Also, if people would like to swap teams after they're awarded, I don't see a huge problem with that.  It may help people who need an earlier or later time slot, etc.

As far as rules, I wonder if there should be a hard cap for each team. It might make things interesting. Nothing too low mind you, say about $80-90 million. It might prevent a team from keeping and drafting 7-9 max level free agents, which, let's be real here, would be pretty unrealistic.

Just an idea. Also, will trades have to follow current NBA trade rules and if so what will be the cap and luxury tax levels?

In regards to the salary cap, do we have a hard cap or is there a luxery tax?

Not for the draft; teams can draft as expensive of a team as they want to.

After the draft, we're to assume that the NBA's actual salary cap rules apply, meaning teams can set themselves up for free agency if they should so choose.  Some of the general caveats are set forth in the first post.

I don't think there will be too many max players drafted in the 7th or 9th round.  I'm trying to keep this as low maintenance as possible, so I'm going to pass on the idea of a hard cap.

Yeah, if it's during the draft, any trade goes (subject to commissioner veto).
