I think Young is a victim of not playing long enough.  I think he is 100% the better QB when in comparison to Aikman or Favre, but he was stuck behind Montana and had concussion issues and really only started for 8 years, but in 6 of those years, he had the best passer rating.  He was an extremely efficient QB and really shouldn be a little higher on this list.
The counter-argument to this is that his lack of longevity meant we didn't see his struggles to start his career and also didn't see his natural decline because he had to retire early.

He had some pretty big struggles in the USFL and with the Buccaneers to begin his career. 
And people don't ever say anthing about them because of his amazing peak with the 49ers.

Young signed with the Tampa Bay Buccaneers in 1985 after being the first player selected in the year's supplemental draft. However, the Buccaneers posted 2–14 records in each of Young's two seasons with them, and Young's record as starter was 3–16. In his 19 games, he threw for only 11 touchdowns with 21 interceptions while completing fewer than 55% of his passes. Although his time in Tampa Bay was miserable, San Francisco 49ers coach Bill Walsh was impressed by Young's natural abilities and felt that his problems were due to the struggling Bucs organization.

Apparently, Young's game was as ugly as his Tampa uniform was back then

Very true.  I don't think the struggles early in his career show much though.  If you don't have an offensive line as a QB you're not going to do anything.  You take away an o-line away from Brady he wouldn't be successful either.  Peyton Manning threw 28 picks as a rookie.  Everyone goes through it to start the career.  There are not too many QBs to come in within their first couple years and do extremely well.  Also, we shouldn't take into account his natural decline because we did not see it, it never happened.  He may have played one more full season, but he was already 38, I don't think he would have gone Favre on us and played for ever.
