Sending 2nd round draft picks to Europe

We have heard the idea floated multiple times about second round draft picks being sent to Europe, but I am not aware of this ever being done in the history of basketball.

Based on the draft rules, how would a GM like Ainge plan on doing it?

I am thinking of 2 possible scenarios:

1 - Player signs in Europe before September 6. I definitely don't see this happening, since player is better off waiting until 9/6 to be an NBA FA.

2 - Team offers required tender before September 6, player signs in Europe instead of signing tender

Any experts on this?
