I don't see how that's blowing anything up. They'd upgrade their starting lineup by swapping out Ty Thomas for Carlos Boozer. That's a massive upgrade. It might only be a year, but if it is, they just cleared out Hinrich's salary to bring an elite free agent to Chicago next year to team with Rose. Or, if Boozer works out, they just hold onto him and have a strong core going forward.
Hinrich is a good player, but they've been trying to unload him for a year and frankly, he makes too much money as a backup guard. Rose-Salmons-Deng-Boozer-Noah is a strong starting unit, Miller's a solid backup big, they'll need some perimeter players off the bench, but they can find it. Actually, I'd guess that when the trade ultimately comes together, they end up with Outlaw too.
And they don't have to go for broke right now either. It's not blowing it up when you've got the number 1 pick in the draft entering his second season. It's switching the prerogative to building around him. Adding a beast post scorer is a huge step.
For the Jazz, they save enough money to resign Millsap and have another capable bench player in Ty Thomas. For the Blazers, they use their cap space on Hinrich, a nice addition for them.
This trade actually makes perfect sense to me.
And Gordon wasn't their best player. From the time he got there, Salmons was their best all around player, and Rose was just as good in the playoffs. They were smart not to offer a bench player that ridiculous amount of money, though they probably would have done well to get something for him.
